Dr. Patrick Lukulay – President & Founder
Dr. Patrick Lukulay is a seasoned pharmaceutical scientist and public health expert with over 25 years of global experience. He served as Vice President of Global Public Health at the United States Pharmacopeia (USP), where he led the USAID-funded Promoting the Quality of Medicines (PQM) program, supporting over 40 countries in strengthening regulatory systems and manufacturing quality medicines. Earlier, he was a Principal Scientist at Pfizer in the U.S., specializing in analytical chemistry and pharmaceutical development.
Dr. Lukulay has spearheaded regulatory and manufacturing capacity-building initiatives across Africa, Latin America, and Asia, including the establishment of Africa’s first Active Pharmaceutical Ingredient (API) manufacturing projects. He is the founder of Tech4Health and currently serves as the President of QUAMED and Chief Regulatory Officer at Biousawa Biotechnology Inc.
